IMPORTANT! - Be sure to save the plant potions and consume all of those last once the attribute you are going for reached the "Base Level." Each attribute is only going to level up to 45 - 65 before adding in the attribute boosting plant potions and legendary item boost. You can just do quests everywhere and get to the point where you can join any of the three factions, or you can choose one, join and do the rest of the locations as a member of some faction.
